It is not a formula
Unlike Fade, Blue Gem quality can't be computed. Case Hardened splashes blue, purple and gold differently for every paint seed, and the community ranks each seed by how much blue lands on the play side — the face you see in game.

The same seed looks completely different on an AK-47 versus a Karambit. Every weapon has its own tier list, so #661 is the AK grail but means nothing on another knife. Always check the tier for the exact weapon.
A Blue Gem premium can be many times the base skin. Screenshots exaggerate blue and the back of the weapon may be plain — always confirm the seed through an inspect link and cross-check the tier here before buying.
Seed 661 — "The Scar" — is the undisputed #1, with a near-fully blue play side. Top examples have sold well into six and seven figures. It sits in a tier of its own above the rest of Tier 1.
Dramatically more when the seed is genuinely blue. High blue coverage on the play side can multiply a skin's value many times over, while a mixed or gold-heavy seed of the same skin carries no premium at all. The seed number is everything.
Open the item's in-game inspect link to read its paint seed, then look it up here for that exact weapon. Never trust a seller's screenshot alone — lighting and angle exaggerate the blue and the hidden side may be plain.
